As a Moving to Work (MTW) agency, the San Diego Housing Commission (SDHC) is required to develop an MTW Annual Plan that outlines and identifies policies SDHC plans to change and programs that may be implemented during the next fiscal year.
Each year, SDHC holds a public meeting to present the proposed MTW Annual Plan. Members of the public may provide comments about the plan verbally or in writing.
SDHC’s proposed MTW Annual Plan is then presented as an informational workshop to the SDHC Board of Commissioners.
A month later, SDHC staff recommend that the SDHC Board approve the plan. If approved by the SDHC Board, the plan is submitted to the U.S. Department of Housing and Urban Development (HUD) for approval.
The San Diego Housing Commission (SDHC) is soliciting public comment on its Fiscal Year 2026 (July 1, 2025 – June 30, 2026) Moving to Work (MTW) Annual Plan. Comments must be submitted by 5 p.m. on January 23, 2025 to be considered by SDHC staff and decision-making authorities in their final review of the proposed plan. Comments may be submitted in one of the following ways:

SDHC will hold a Public Hearing to receive and review comments regarding the draft MTW Plan on Wednesday January 15, at 12:00 p.m. The Public Hearing will be held in person at SDHC Offices: 1122 Broadway, Suite 426, San Diego CA 92101. The hearing may also be viewed virtually at https://youtube.com/live/QEMmIOkcDKM.
