Stories of Resilience, Determination, Aspiration and Accomplishments are Featured in SDHC’s Fiscal Year 2025 Annual Report

SAN DIEGO, CA — Reflecting the San Diego Housing Commission’s (SDHC) continuing primary focus on the families SDHC serves through a variety of housing assistance programs, SDHC’s Fiscal Year (FY) 2025 Annual Report, published online today, features the personal stories of many program participants.

“While we believe in data-driven decisions, we never lose sight of the personal stories that the numbers represent,” SDHC President and CEO Lisa Jones said. “Together with our dedicated staff, our many partners, and the San Diego community, we will continue to adapt, innovate, and deliver—for the families who need us and for our community. We thank the City Council, Mayor, our Board of Commissioners, our many community partners and our outstanding staff for joining us in these efforts, and we applaud the families we serve, whose stories inspire us.”

Among the stories included in SDHC’s Annual Report are:

  • Anna, a mother who receives rental assistance through SDHC’s collaboration with the Monarch School and secured a job and a career path with help from the SDHC Achievement Academy.
  • Jaylen, a young adult who slept on the streets before connecting with a shelter program and eventually moving into an affordable apartment of his own at SDHC’s Presidio Palms property, which opened in FY 2025.
  • Georgia, a senior priced out of her longtime rental home who found a new affordable home and a community at Paul Downey Senior Residence, built in collaboration with SDHC, which celebrated its grand opening in FY 2025.

The FY 2025 (July 1, 2024, through June 30, 2025) Annual Report includes video and written profiles of these and additional individuals SDHC assisted throughout the year, as well as video of events, data and graphics.

Data highlighted in the annual report include:

  • 18,738 households, consisting of 35,505 individuals, received federal rental assistance from SDHC during FY 2025.
  • 5,864 rental housing vouchers committed to addressing homelessness, including developments pending completion
  • 15,661 households were served through City- or SDHC-funded homelessness shelters and services programs, with 7,765 households housed.
  • 829 affordable rental housing units were completed, consisting of new construction as well as rehabilitation of existing units.
  • 2,668 affordable rental housing units have at least preliminary approval and are pending completion.
  • 4,307 affordable housing units in SDHC’s real estate portfolio, including SDHC’s nonprofit affiliate, Housing Development Partners
  • 62 first-time homebuyers were assisted through the City of San Diego and County of San Diego programs that SDHC administers.

Additional SDHC activities featured in the report include:

  • The development of SDHC’s new Strategic Plan as the blueprint for SDHC’s focus, goals and actions for FY 2026 – 2030 and an essential guide, with the spirit of resiliency at its core, for SDHC to navigate a reality defined by constrained resources and growing needs.
  • SDHC’s advocacy for and the City Council’s adoption of an affordable housing preservation ordinance for the City of San Diego.
  • SDHC’s advocacy for federal funding for rental assistance programs and meetings with U.S. Department of Housing and Urban Development officials.
  • National and local awards that SDHC and partner organizations received during the fiscal year.

SDHC’s Annual Report is produced in-house by the agency’s Communications & Government Relations Division in a web-based format that can be translated through web browsers into the language of the reader’s choice and is compatible with SDHC’s website’s accessibility tool, which assists people with disabilities.
