City Council Reappoints Three San Diego Housing Commission Board Members to New Terms



SAN DIEGO, CA — The San Diego City Council has approved the reappointment of three members of the San Diego Housing Commission (SDHC) Board of Commissioners (Board).

Commissioners Kellee Hubbard, Johanna Hester, and Antoine “Tony” Jackson were appointed to new terms by a unanimous City Council vote. Commissioners Hubbard and Jackson hold two seats that the City of San Diego’s Municipal Code requires to be held by residents who live in SDHC affordable housing units or who receive federal rental assistance from SDHC.

“Commissioners Hubbard, Hester and Jackson are valuable voices who have served the San Diego community well during their time on the San Diego Housing Commission’s Board. I am excited about the opportunity to continue our essential work together as we develop and implement innovative approaches to address homelessness and the affordable housing challenges in the city,” said SDHC Board Chair Eugene “Mitch” Mitchell.

The SDHC Board leads and supports the creation and preservation of affordable housing by approving competitively awarded SDHC loans and authorizing Multifamily Housing Revenue Bonds, subject to the Housing Authority of the City of San Diego’s approval. Additionally, the SDHC Board approves and administers contracts for homelessness shelters and services programs on the City of San Diego’s behalf. Contracts for additional SDHC housing assistance programs that involve dollar amounts over $250,000 also require SDHC Board approval.

The SDHC Board also reviews proposed changes to housing policy, property acquisitions and other financial commitments, as well as agency operations, including allocation of resources, revisions to personnel policies and annual administrative and operating budgets.

The SDHC Board’s actions are advisory to the Housing Authority of the City of San Diego, which is composed of the nine members of the San Diego City Council. The SDHC Board also offers policy guidance to SDHC staff through its communications with SDHC’s President & CEO.

Commissioner Hubbard was appointed to the SDHC Board of Commissioners initially in 2014.

She holds a Master of Business Administration with an emphasis on healthcare. She currently works as a business transition consultant at a financial planning business.

She previously worked as an account representative, managing and negotiating a portfolio of accounts for a major bank. Commissioner Hubbard has also worked as a lead research assistant for San Diego State University (SDSU) and University of California, San Diego Research Centers. Her volunteer work has included building homes with the nonprofit organization Students for New Orleans.

Commissioner Hester first joined the SDHC Board in 2018. She serves as Deputy Executive Director of the United Domestic Workers of America/American Federation of State County and Municipal Employees (AFCSME) Local 3930. She is also the International Vice President of AFCSME International, Vice President of the California Labor Federation and Vice Chair of Child Care Providers United (CCPU).

She received certification from the Harvard Kennedy School of Government, Senior Executive in State and Local Government Program.

Commissioner Jackson, a U.S. Navy Veteran, was first appointed to the SDHC Board in 2023 to fill a partial term.

Commissioner Jackson works as a Business Development and Inside Sales Manager for a company that provides realistic training exercises for military, law enforcement and first responders. His professional experience also includes service as Vice President of Sales and Business Development of a medical software company and Business Development Manager for a technical solutions company.

The SDHC Board of Commissioners consists of seven seats, which are filled through the appointment process set forth in the San Diego Municipal Code.
