City Council Approves the Appointment of Habitat for Humanity’s President and CEO and the Reappointment of a U.S. Navy Veteran to the SDHC Board of Commissioners

SAN DIEGO, CA — The San Diego City Council today unanimously confirmed Mayor Todd Gloria’s appointment of San Diego Habitat for Humanity President and CEO Kwofi Reed and the reappointment of U.S. Navy Veteran Antoine “Tony” Jackson to the San Diego Housing Commission (SDHC) Board of Commissioners (Board).
“We are excited for Kwofi Reed to join the SDHC Board as a talented, experienced leader on housing affordability and for Tony Jackson to continue to provide his leadership and unique perspective as one of our Commissioners who receives rental assistance,” SDHC President and CEO Lisa Jones said. “Diverse, effective leaders like these and our additional Commissioners are especially important as we remain committed amid fiscal challenges to continue our collaborative efforts to assist the families in our community to have homes they can afford.”
As San Diego Habitat for Humanity’s President and CEO, Mr. Reed oversees all operations for the local affiliate of Habitat for Humanity International. These include new home construction, home repair initiatives, retail operations and neighborhood revitalization programs that expand affordable homeownership opportunities for San Diego families. He has previously served on staff at SDHC on the multifamily housing finance team in the Real Estate Division. Before joining Habitat for Humanity in 2021, he served as Manager of Programs and Operations for the National Housing Team of the Local Initiatives Support Corporation (LISC). His experience also includes working at the District of Columbia’s Department of Housing and Community Development. He also currently serves on the San Diego Housing Federation’s Board of Directors.
Mr. Reed’s term on the SDHC Board will expire on January 2, 2030. He replaces Vice Chair Ryan Clumpner, whose term expired January 2, 2026.
Mr. Jackson serves in one of two seats on the SDHC Board that the City of San Diego’s Municipal Code requires to be held by residents living in SDHC affordable housing units or recipients of federal rental assistance from SDHC.
He was first appointed to the SDHC Board on May 23, 2023, to fill a partial term and was reappointed on July 30, 2024, to a full term.
Commissioner Jackson worked as a Business Development and Inside Sales Manager for a company that provides realistic training exercises for military, law enforcement and first responders. He most recently worked at a real estate software startup. His professional experience also includes service as Vice President of Sales and Business Development of a medical software company and Business Development Manager for a technical solutions company.
Commissioner Jackson’s term on the SDHC Board will expire on January 2, 2028.
About the SDHC Board of Commissioners
The SDHC Board of Commissioners consists of seven seats, which are filled through the appointment process set forth in the San Diego Municipal Code.
The SDHC Board leads and supports the creation and preservation of affordable housing by approving competitively awarded SDHC loans and authorizing Multifamily Housing Revenue Bonds, subject to the Housing Authority of the City of San Diego’s approval. Additionally, the SDHC Board approves and administers contracts for homelessness shelters and services programs on the City of San Diego’s behalf. Contracts for additional SDHC housing assistance programs that involve dollar amounts over $250,000 also require SDHC Board approval.
The SDHC Board also reviews proposed changes to housing policy, property acquisitions and other financial commitments, as well as agency operations, including allocation of resources, revisions to personnel policies and annual administrative and operating budgets.
The SDHC Board’s actions are advisory to the Housing Authority of the City of San Diego, which is composed of the nine members of the San Diego City Council. The SDHC Board also offers policy guidance to SDHC staff through its communications with SDHC’s President & CEO.
