The San Diego Housing Commission (SDHC) actively monitors and engages with elected officials and stakeholders about legislative and regulatory activities that could impact our rental assistance, homelessness solutions, and affordable housing programs serving thousands of households. We work at the local, state, and federal levels to advance policies aligned with our vision, mission, purpose, core values, and strategic priorities.
We identify emerging issues and legislation that could affect the individuals and families our programs serve. We leverage these insights to provide targeted policy recommendations and advocate for measures that strengthen housing stability and expand housing solutions in the City of San Diego.
Federal Funding
SDHC President and CEO Lisa Jones authored an op-ed, published in the San Diego Union-Tribune on June 26, 2025. She made the case for Congress to act now to protect vulnerable neighbors and communities across the country by fully funding the Section 8 Housing Choice Voucher rental assistance program.
Affordable Housing Preservation
SDHC obtained extensive stakeholder input and collaborated with the San Diego City Attorney’s Office to develop a Deed-Restricted Affordable Housing Preservation Ordinance. The San Diego City Council adopted the ordinance February 3, 2025.
In support of affordable housing preservation as an essential strategy to address the city’s housing challenges, SDHC President and CEO Lisa Jones authored an op-ed, published January 29, 2025, in the San Diego Union-Tribune.
Legislative Engagement Guide
Each year, SDHC prepares a guide to help foster progress toward SDHC’s vision, to guide how advocacy-related decisions are made, to illustrate the agency’s legislative platform direction, and to help garner support and secure funding for SDHC’s core work. On September 13, 2024, the SDHC Board of Commissioners approved SDHC’s Calendar Year 2025 State and Federal Advocacy and Legislative Engagement Guide.
