| Condominium conversions |
| Since 2000, there has been a dramatic increase in the number of rental units converted to condominiums. To oversee these conversions as well as to protect the interests of tenants, in February 2004, the San Diego City Council approved new regulations providing renters certain benefits and rights. Under the new “condo conversion” laws, tenants living in apartments being converted may be eligible for relocation assistance from the rental owners. (Important note: relocation assistance is only available to residents of projects that applied after February 2004 for the conversion.) Additionally, owners are subject to the city’s new “inclusionary housing” ordinance, which requires developers to either ensure 10% (20% in North City Future Urbanizing Area) of complexes or developments are affordable or that they pay a fee "in lieu" of the 10% requirement. Rental owners must also provide several types of advance notice in writing to tenants and offer them “first rights” to purchase the rental property (prior to making it available to the general market).
