James T. Waring

James T. Waring has over thirty years of experience in land acquisition and finance experience benefiting the commission’s mission to provide affordable housing to the residents of San Diego.

Waring has been a real estate attorney for nearly 27 years, and recently was the city’s Deputy Chief Operation Officer of Land Use and Economic Development where he managed the city’s Development Services Department, City Planning & Community Investment, and Real Estate Assets.

Currently, Waring is the co-owner of FI Financial, LLC real estate and investment company where he works in real estate development and assets. Concurrently, he serves as the Chair of CleanTech, a local company focusing on green business technology.

Waring has served on other San Diego committees including, the taskforce for Economic Development, U.S. bank Regional Advisory Board, The City’s retirement board, The Natural History Museum, Scripps Institution of Oceanography, River Network, and Francis Parker’s school board of trustees.

He was appointed to the SDHC Board of Commissioners in June 2009 by Mayor Jerry Sanders and confirmed by the San Diego City Council.

Waring earned his law degree from University of San Diego; And, he holds a Masters in Peace and Justice from the same university. He also has a B.S. in Business Administration from the University of Southern California.
