Gary Gramling, Commissioner
Gary Gramling was reappointed to
the Board of Commissioners by the San Diego City Council on February 10, 2014, for
a four-year term.
He has more than 30 years’
experience in the building industry and is currently the Principal of In-Depth
Real Estate Services Company, Inc., which provides real estate consulting and
inspection services. Gramling was the President of Gramling Construction
Company, Inc./Desert Development Company, Inc. through 2011 and has held
executive positions at Sunwest Builders, Great American Development Company and
the real estate division of California First Bank.
As Chairman of the SDHC Board, he was credited with initiating the
development of SDHC’s 2014-2016 Strategic Plan, which sparked a quest under his
leadership to identify the high construction costs of affordable rental housing. That direction led SDHC to produce the
report, “Addressing the Housing Affordability Crisis: An Action Plan for San
Diego,” which includes an 11-step action plan that could reduce the cost of
affordable housing construction by an estimated $36,000 to $174,000 per unit
and reduce market-rate housing costs by $23,000 to $51,000 per unit.
Gramling is a member of the
Commissioners Standing Committee for the National Association of Housing &
Redevelopment Officials (NAHRO), and a member of the Board of Governors of the
Pacific Southwest Regional Conference of NAHRO.
On May 16, 2016, the Pacific
Southwest Regional Conference of NAHRO recognized him with the Regional Commissioner of the Year Award for his
advocacy in creating permanent supportive housing to help homeless San Diegans
rebuild their lives, as well as the creation and preservation of affordable
Gramling’s 35 years of Active and
Reserve military service includes serving as Legal Administrator in the U.S.
Army Judge Advocate General’s Corps. He retired in 2006, with the rank of Chief
Warrant Officer Five, as the Senior Reserve Legal Administrator of the Army. Gramling
was awarded The Meritorious Service Medal twice and The Army Commendation Medal
He was also recognized by Meals On Wheels San Diego as the 2015
Outstanding Individual of the Year. A volunteer with Meals on Wheels since 1977,
Gramling served as past Chairman of the Board of Trustees and is currently serving
on The Board Development Committee.
Gramling holds a bachelor's
degree in language arts from California State Polytechnic University and a law
degree from the University of San Diego.
A resident of East Village in downtown San Diego, he was first
appointed to the Board of Commissioners by Mayor Jerry Sanders and confirmed by
the San Diego City Council on February 17, 2009. Gramling has served as Chairman
of the Board since January 15, 2010, as chosen by his fellow Commissioners.
