What is Path to Success?
Path to Success modifies the method used to determine the rent portion that is paid by families who have been identified as able to work. It will increase the average rental payment of work-able families. At the same time, SDHC will guide work-able families in becoming more financially self-sufficient through enrollment at the SDHC Achievement Academy learning center with an emphasis on job skills and financial education. Path to Success will allow SDHC to serve more low-income families. The program was implemented on July 1, 2013.
Who will be affected by Path to Success?
Both Housing Choice Voucher participants and Public Housing residents are affected by Path to Success (approximately 14,200 households in the City of San Diego). Families will be divided into two groups:
1. Elderly/Disabled Families: Households where 100 percent of adult family members are disabled, 55 years or older, and/or a fulltime student ages 18 to 23. The family may have any type of income and still qualify for this group.
2. Work-able Families: Households with at least one adult family member who is not disabled, 55 years or older, or a full-time student ages 18 to 23. All families who do not qualify as an Elderly/Disabled household will be placed in this group.

Effective on November 1, 2013, under SDHC’s Path to Success program, Work-Able families may only move to another jurisdiction and retain their Housing Choice Voucher (Section 8) rental assistance if they request and receive a “good cause” exception, such as:
