SDHC Achievement Academy
On January 14, 2009, the San Diego Housing Commission (SDHC) was reinstated as a Moving to Work (MTW) Agency. Known locally as Moving Forward, the MTW demonstration program allows public housing authorities (PHAs) to design and test various approaches for providing and administering housing assistance. The Department of Housing and Urban Development’s (HUD) three main objectives of the program are to:
SDHC’s Moving Forward status provides the flexibility to develop local approaches to meet San Diego’s housing needs. With the opportunities MTW presents, SDHC is confident it can transform the present public housing authority model from one that assists individual families, without respect to their particular needs and goals, to becoming a driving force for a more expansive vision; one of community development.
Certain types of income that were previously excluded
when monthly rent payment amounts were calculated will now be counted toward
the family’s monthly rent payment amount.

Certifications effective on or after February 1, 2014, will reflect this policy change. Families may request a hardship exemption to the policy.
MTW Plans and Reports are prepared and submitted to HUD on an annual basis. The plans describe initiatives to be implemented over the next fiscal year; the reports give an accounting of activities put into action over the previous fiscal year.
