The San Diego Housing Commission (SDHC) Labor Compliance Unit administers prevailing wage and apprentice utilization requirements for public works projects financed with state and federal funds.
Through its proactive outreach, training and technical assistance efforts, the SDHC Labor Compliance Unit ensures that SDHC and its contractors are aware of and comply with the appropriate federal and/or state requirements.
One-on-one technical assistance is available in addition to regularly scheduled training sessions. Please contact the SDHC Labor Compliance Unit for additional information.
To ensure that contractors follow prevailing wage law, when it applies, the SDHC Labor Compliance Unit:
Prior to the start of a construction/construction services project, SDHC holds a pre-construction meeting to discuss all aspects of the job with the prime contractor/developer. The SDHC Labor Compliance Unit attends and provides information to assist contractors with SDHC’s requirements.

Q: Are all SDHC projects/contracts subject to prevailing wage requirements?
A: No. Prevailing wage determinations are dependent on the project/contract funding source, dollar amount, and scope of work.
Q: Are labor compliance forms required by SDHC for performing work on a prevailing wage project/contract?
A: Yes. Once a project/contract has been awarded, the SDHC Labor Compliance Unit will require the submission of all necessary forms prior to issuing a Notice to Proceed. All required forms and expectations will be discussed during a Pre-Construction meeting.
